The criteria is pretty simple. Rifle slung, hands off = not an immediate threat. Keep an eye out.I guess it all depends on the situation and how you perceive it. We weren’t there. We don’t know if the firefighter in his eyes saw things differently. We do not know how he was carrying the weapon. We do not know if the wearing of body armor played a part in how he reacted. Not too many open carriers wear body armor in Walmart. What we do know is that he didn’t shoot him and was smart enough to wait for police sort it out rather then take it upon himself to fire.
The body armor would definitely raise red flags for me and tell me that something wasn’t right and this wasn’t the average open carrier going about his business like a regular joe just open carrying a 1911.
And what If it’s slung in front of him? Even if slung on his back, at the blink of an eye, things can go badly since you do not know his intentions. All you know is that somebody days after a mass shooting at a Walmart is in there wearing body armor and carrying what appears to be a loaded rifle in contrast to normal people carrying a handgun on their belt with no body armor or not open carrying at all due to the recent circumstances.The criteria is pretty simple. I don’t think it will. Most people that can open carry do so with a pistol in a proper holster wearing normal clothes rather than wearing body armor with a rifle. You can pretty much tell who’s normal and who’s a quack just by their actions alone if you are a gun owner. I’ve seen people print when concealing and their actions and demeanor alone tell me a lot.I just hope this event doesn’t inspire every dip shit to be “ the good guy with a gun “ whenever they notice someone is carrying open or concealed.

Also because he left, it doesn’t mean evil intentions aren’t there. Maybe after the alarm was pulled and everyone was leaving, he left too because the police weren’t too far behind. Maybe he wanted to pass on this one and do another one something else where an alarm wasn’t pulled.
This wasn’t the average open carrier and we all know that. No sensible open carrier will put his life on the line in a place wearing body armor and carrying a rifle just days after a mass shooting and people are on edge. No smart one anyway.

The way that is written allows anyone to be charged for numerous reasons. Carrying a pistol? someone gets scared and causes a panic, bam you made a terrorist threat.
