It appears that the FFL transfers it to you and then you register it within 30 days of the transfer into the state as per PL 400.16(a). I haven't done so myself but know of someone who did that with a 50 year old+ M1 Carbine.

Ya the cost sucks but it seems Colt SP1s are inching closer to under the $2k mark. My holdup is finding an FFL, the ones I've called downstate seem to think C&R AR-15s would still need to be featureless or fixed.. clearly the law does not say that.

The definition is right in the New York Conservation Law Chapter I linked, Chapter 6 CRR-NY 180.3. The conservation laws are also the only place you'll find the prohibition on carrying loaded rifles and shotguns in your car as per People v. Russo.

Well the judge says PL 265.01 doesn't apply to them so for now they are legal. The legislature would have to pass a new law to make them illegal. I don't know much about the public perception of stun guns but I'd imagine legislators will move quickly to class them under PL 400.
