You're referring to the anti-rotation tabs. I had to dremel the tabs off of my midwest industries G3 handguard for my SCR + Gibbz Side Charger. I'd take a dremel to it and clean it up with a birchwood casey super black touch up pen.

You can own a Mini-14 and probably a Benelli M4 with no pistol grip in NYC. You can also get your rifle/shotgun permit in a few months for a temporary stay as long as you stay on top of the license division.

I'd call the license division on that but yea Benelli M4 with no pistol grip & 5 round magazine should be good as long as the Police Commissioner hasn't decided it's an assault weapon.
Bolt action/pump should be legal no matter what with a 5 round magazine. You could also get a 10/22 and most semi automatic weapons as long as they are not on the assault weapon ban list. Just call ahead and ask they're fairly helpful on the phone.

Yep, I'm not planning on going through an FFL for the lower. My understanding is that a Glock lower with a stock and 16 inch barrel should be legal without a pistol permit while an AR lower with no stock and configured under 26 inches would require a pistol permit.

That was my understanding too. I could legally build it as a pistol out-of-state, put the carbine upper onto it and since the carbine upper would fall under NY state's definition of a rifle it would no longer be considered a pistol.
The mechtech looks like a great kit, but it has a built in slide. I feel like having to keep a separate slide for use as a pistol along with a built out lower would fall under possessing a handgun without a permit. Thoughts?

Not a bad option, I was considering that or the new Ruger PC Carbine but I figured one built on a Glock base would be more versatile as it could be converted to a pistol when outside of the state.
