If you really want maximum $ for it, you should separate the scope and rifle, sell independently. Its realistically a $800-900 rifle off of Gunbroker, maybe $300 on the scope, off Gunbroker. I would not think it's a very attractive combo.

I"d have to disagree with the Howa being weak in any significant way. But the rest of your suggestions are spot on. I would put the Bergara above all the others as you mentioned as far as value for the dollar.
In this instance, what difference does it make if your are handed this firearm listed as receiver, or this firearm listed as rifle? The only time it would matter is if you were aged 18-20.
It's not. It is a receiver. It will be written on the front of 4473 as "Receiver" and the box checked on the second page will be Other.

I bought the athlon Midas tac 1-6x for an 18” .223 upper. Seems to be a great optic and the reticle is nice for close up, to a few hundred yards, IMO. It’s supposed to be set up for 68-69gr bullets, which thankfully shoot superb out of it.
Clip type IWB holsters suck. Soft loops are the ticket. For a small, short barrelled pistol, I really like NSR Tactical C-2. Otherwise Green Force Tactical's Custom IWB is a hit. Both with soft loops.
If your FFL has a gunsmith license as well, which they should, they also have a separate gunsmith log book. No guns coming out of that need 4473.
If your dealer is putting the gun in question into their "bound book" of firearms transactions, then it would need a 4473.

Poor wording. It is remotely possible to draw from a POCKET holster while seated. While possible, it is unlikely that you won't already have lost that fight by the time it's out IMO.

I don't know what quality kydex maker does a holster for that pistol, but green force tactical does offer their "custom iwb", or any of their models, for the ruger SR pistols. My G48 carries better in that holster than anything in a hybrid ever has. Excellent quality and design.
