Aha right... I live in nyc and it’s insane how many city official vehicles have dark side tint and sometimes even their windshields tinted. Honestly they enforce it here when they’d like to. Notice the state troopers pull me over a lot more than the nypd though.
It specifies for inspectors if the windows are unable to roll up then fail it as you can not test the tint... Smart one but nys always seems to be one step ahead...

Sadly they’re pretty hard to get in all honesty. They wanna see some pretty rough medical conditions.
Yeah I ended up just affixing it to the window tbh. I think the theory was that they made it paper thinking ppl wouldn’t roll down their windows if they had an exemption. Anyway tho I’m sure that works too.
Never heard of the card. Possibly a PBA card you might be thinking of. They issue you a small sticker that you affix to the top center of any window besides the windshield. They also must approve you for it and you’ve gotta have a doctor willing to sign off that they think you would greatly...
I actually am the owner of a vehicle with a NYS tint exemption. Trust me in that it was a very difficult process to complete and they’re very specific with what conditions you can have as the exemption specifies (for dark tint) ie lighter tint still has the same uv protection as dark tint...
