I previously posted Delgado is a major gun grabber. It is no secret. He was in fact "discovered" in LA and recruited by Bloomberg's people to come east to carpetbag and turn over a red seat.
Marc Molinaro is the likely candidate to run against Delgado but if the progressives re-use their NY19 "make your vote count" effort that gets NYC voters to vote upstate again it is a tough seat to re-win. This effort exports NYC voters to Orange and Dutchess Counties (the NY Judge said it was legal as long as the NYC voter did not vote twice) as well as harvest out of the area student votes at progressive liberal meccas of New Paltz, Vassar, and Bard. It could be a difficult seat to re-win if the NYC liberals ship their extra votes to Red Upstate counties. In fact, in the NY19 2018 election Faso set all time off year election vote total records for the district and still lost when all the out of district voters poured in. The Anti-Trump "flip the house" financial support that combed the campuses, bused voters up from NYC (they even posted facebook videos of chanting NYC voters on bus trips), and Pelosi / Bloomberg / Soros funded PACs advertising in NYC and LI for the upstate NY19 election.

Nationally, you are right. A few of us have talked face to face with Molinaro and Serino about combating NYC progressives from disenfranchising upstate districts but I'm not sure they got the message. We may do better reaching out to the Trump sons who shoot in NY19. It is not a level field when dems import out of district and illegal voters in to upstate counties and the judge's ruling allowing this crap needs to be appealed.

My question is, how can it be legal? Only way it works if if you're a student who registers to vote in the district or if you own property in the district and register that as your primary residence and hence voting district. Is that what they're doing?

There were several mechanisms used.
Reports confirm the dems have been concentrating on city-folk weekenders their friends and relatives to vote upstate instead of in their NYC home districts. Likewise they actively recruited students in liberal upstate schools such as New Paltz (rated 6th most liberal school) and Bard (rated 1st most liberal school) to vote at school in this upstate district instead of home. Another serious case of the City forcing its liberal progressive will on upstate communities. Delgado has even posted videos of city activists (who he called his grass roots support) being bussed upstate for campaign registration drives. IT SHOULD BE NOTED THAT nationwide Anti gun groups MOMS DEMAND ACTION, THE BRADY CAMPAIGN, GIFFORDS PAC, and EVETYTOWN donated money and support for these antics in this upstate race to get a key vote to force their will on a nation.
Poll monitors reported numerous Unregistered students allowed to vote in New Paltz. NYC residents listed Dutchess and Ulster addresses as vacation or week end homes ( I saw cases of dozens using the same address) which was approved by a judge as long as they only voted once. Students reregistered using the college address with staff or organizers handling the registration paperwork as well as turning in piles of completed absentee ballots that I understood was a violation of the limit.
