So I've said in the past that my ultimate goal is to get competing in three gun. Being that I wouldn't want to run in NY State restricted matches, I'm basically planning to travel to PA and other states to compete. I have my guns set up as such so that I can switch from NY compliant to three gun ready with a couple Allen keys and a punch or two.
My biggest dilemna has been the deplorable wait time for the suffolk county permit process.
So here's my idea. Being that I'm not allowed to own a handgun in NY yet, but am legally allowed to in other states, can I build out an 80% in PA and keep it there and just transfer it to my permit through an FFL when the time comes that I have it. I'm assuming if it never touches land in NY I won't have any issues correct? And because it's an 80% cross state issues are not present.
Am I missing anything here?

I see it the same as you do. Should be GTG. You can also take the gun apart and the lower in NYS is not illegal at this point. Only being up together as a pistol is illegal. I’d leave a few pistol parts in PA and not travel with everything just to be safe.

Hadn't considered that about having it in NY. May keep the barrel in PA or something. Thanks. Want to confirm that first though.

I have no legal residence in PA but do have homes in which I can store a handgun in. Due to federal law I can not buy a pistol in another state regardless if I have a carry permit there. You are required to take transfer of all non long guns in your home state, which includes receivers.

Pa does not have a pistol permit process. Only one for carry. The majority of states do not have a pistol permit process like new York, only the 7 liberal states filled with BS. In Pa it's like a long gun. I buy it, walk out, no one has to be registered. However because I'm a new York resident I can't purchase a pistol in PA.

So, 80% circumvents the purchase issue.
Building it myself circumvents the permit issue.
Doing all of this in Pa where it's perfectly legal prevents NY from jamming a red hot gavel so far up my ass I choke on it when I say "not guilty".

It'll still be illegal if I try bringing it into NY, but federally speaking I'd be in the clear as long as it doesn't cross the ny border

If you buy a regular stripped lower here in NY, it's marked as an other. You then take it to PA and build it as a pistol. It is now a pistol legal in PA. Once in PA, you can turn it into a NY compliant rifle there and bring it back to NY. If you go back to PA, you can turn legally turn it back to a pistol.

You don't need a 80 percent lower unless you are using a real pistol a like a 1911 or Glock since you cannot buy a regular pistol in PA unless you are a PA resident or in NY unless you are a NY resident and a permit holder.

i'm sure there close to same as NY .. CCW permit , even in NYC you need a premise permit .. ... if i made a 80% and get nabbed with it in house .. i'm up the creek ... if you cant buy a pistol in PA without a PP then your 80% is do not get caught with it PERIOD ..

No, PA is more like free America. The only permit they have is to carry. You can possess a handgun without a permit. Just a 4473.
