The bill requires sales go through a licensed dealer with background check done on the purchaser and requires the dealer keep records of such transfers. In addition, if there is no serial number on the frame, the dealer is required to add one which has been approved by FUAC

the thing about something like this is that they could be made *so* cheaply and in such bulk that we could overwhelm the system.
What if I started selling "80% receivers" in bulk packs, 1000 of them for $50.
Make NY give you serial numbers for all of them.
Make them try to track a few million new guns.

Talked to my PP clerk about this bill today. She had heard nothing about it and really didn’t see the point to it. It just makes it harder for law abiding people who like to make their own stuff and put their own serial numbers on them.

Someone once told me that AK receivers can be made with stamped an folded steel. If this is true, then does all sheet metal now have to be tracked with serial numbers?

Not to give these dumb fucks any ideas (not that they need it; they'll do what they'll do), but the text of this bill makes selling an "unfinished frame or receiver" (per its vague definition) an A misdemeanor in New York unless there is first a NICS check and it is serialized before it is sold.
It doesn't say anything about possession of unfinished or finished, unserialized frames, finishing a lawfully-possessed receiver yourself, or bringing them into the state when purchased out of state (though online sales to New York are covered).
