Persons with multiple vehicle ownership shall submit to random inspections and only one vehicle per year purchasing allowed. No private sales, all sales must go through dealerships. Anyone who was ever arrested for open containers, public intoxication, or DWI, road rage, speeding or other vehicular infractions shall be banned for life from operating a motor vehicle. Speed limiters shall be installed in all vehicles and pedestrian avoidance systems mandated by manufacturers with cost transferable to the purchaser. Auto manufacturers will be subject to liability if the systems are not present in a vehicular accident or event that causes death.
