Same here. Always a cash tip, and I physically hand it right to the server.

Anyone that's ever spent any real time working with/through for the Government knows that what they put out isn't what going to happen...jokes about 'doing the opposite' or 'nothing is confirmand until its officially denied' have been around since the start for obvious reasons, besides, those 87,000 new, armed Agents have to put something on their Time Sheets.

Its pretty simple for waitstaff, Keep your cash tips as cash. Pay your bills with your reported income, buy groceries and gas with the cash. I am sure in todays digital currency world containing all the thoughtless people that just put the tip on the card as well, a significant amount is reported anyway.

I generally pay the bill in cash but if I do pay by card all I do is sign the slip and fill in the meal amount if need be, never indicate a tip in any way. I leave the tip line blank. I'm a good tipper, prolly a little too good, but I've never known a well-to-do or wealthy waitress or waiter. I'm not a rich guy by any means but I can afford a few extra bucks for decent service.

FWIW waiters at high end restaurants can easily make over 100 k. Wait staff has always been required to report tips to the restaurant for payroll purposes. Whether they are honest or not is another thing. If they don't, then the restaurant allocates a percentage of sales.

It has no role in law enforcement as all law enforcement is local or state or other Fed agencies. It picks its targets like a hunter killer on the loose. It has no charter, just one vague Federal Law that can be recinded in a heartbeat.
