Aero usually has some decent deals. 90-100 bucks what ffl are you going to use. Or are you looking for an 80%?

I've used aero, psa, and Anderson. I'm actually kind of partial to the Anderson closed trigger guards now, I see no need to spend any extra unless I'm doing a billet build.

If i ever build anymore, I will try and get those. my FFL asked me which ones I wanted (didnt know they had trigger guards). Ended up having consecutive SNs.

Did you try reaching out to LRB ( LRB Arms M14 Specialist ) for their lowers? They are NY based but the lowers are made by J V Precision Machine Company in Seymour, CT. Middle road and decent quality, dunno if they would be considered cheap though.
EDIT: damn, looks like they stopped running them, still might be worth the call if your an FFL.

Anderson lowers are decent lowers and the price is right. As for distributors, RSR and Bill Hicks would be two I would suggest.
