You can raffle off shotguns and rifles. The bill specifically says that firearms as defined in penal law 265 cannot be raffled.

Firearms as defined in Penal law 265 are rifles and shotguns with barrels less than 16 an 18 inches respectively and pistols and revolvers.

This thread shows the actual law.
