The highlighted phrase is patent bullshit - at the present time ~25% of the world's TB infections are "multi-drug" resistant.
There's even some called "extensively drug resistant TB (XDR-TB)".
And TB is just the tip of the iceberg as far as the infectious disease burden 3rd world people carry.
