A trio of senators plan to introduce legislation on Thursday that will require residents to acquire a Department of Justice (DOJ) license before purchasing or obtaining a legal firearm.

The bill would also raise the legal age for obtaining a firearm to 21 years old.

The bill was introduced by Sens. Cory Booker (D-N.J.), Bob Menendez (D-N.J.) and Richard Blumenthal (D-Conn.).

It has virtually no chance of becoming law given GOP opposition, but gives a sense of the breadth of restrictions on gun access that some lawmakers would favor imposing in the wake of years of mass shootings in the nation.

So what about the 400-700 Million guns already in the hands of the citizens and they have no clue who has what? 100M gun owners in the us, how are they going to manage all those background checks initially let alone going forward? 20 million additional checks a year in addition to the already swamped system. Of course they want private sales dead, but this is only for FFL transfers, not private sales.
I hope it passes with open arms. The non compliance would be spectacular.

Funny, it seems like everyone had the same thought when NYSAFE mandated background checks for private sales. The only people I see transferring guns without a BGC now are people that have known each other for many years. Everyone else interested in conducting a private transfer is doing it through a FFL because they're scared that the other person might be a government employee. The other reason is so there is a paper trail that shows they no longer owned the gun, should it be used in a crime later on. Massive non-compliance ? Hardly. The vast majority of transfers are compliant with NYSAFE now. Just look through our own for sale postings. Every one of them states that a FFL must be involved.

There is likely huge noncompliance with ARs but you're correct.

If a new firearms law is put in place and it's a felony to breach it you'll see compliance kick in pretty damn fast when otherwise-non-criminals are now facing thousands in legal fees and 12+ months in jail. They will stand in line for their licenses. Not the case with ARs because non-compliant ones are just staying at home unused.

As for this I don't see this bill passing any time soon.

I have never personally sold a firearm to someone else. But if I was going to, and I had NO IDEA who that person was, I'd absolutely use an FFL, especially if I was advertising the sale on the internet. Thats just self-preservation.

What i do alone in my own home..... different matter entirely.
