China basically claims the entire South China Sea is their territory. International standards do not support this claim.

In situations like this, I think it's helpful to consider how the US would react to similar behaviors. Two current situations come to mind:

1) South China Sea. How would the US react if China deployed naval groups all around the Gulf of Mexico?

2) Ukraine. How would the US react if Mexico signaled its intention to join the Warsaw Pact/Warsaw Treaty Organization?

I am pretty sure that the answer to both questions is "substantially similar to the reactions China and Russia have had."

Note, that doesn't mean that what Russia and China are doing is right. It does suggest we can't claim any moral high ground here, though.
