Because this is the way this particular relief program needs to work.

Throw a gazillion dollars at everyone and then audit/punish/clawback as needed from recipients who dont follow the requirements.

Otherwise a program like this would take years to implement, which would defeat the purpose.

Kennedy center employs lots and lots of people, many of whom dont make a ton of money.

Two things the government is good at-

Spending money they dont have.
Taking money they want. Particularly if its money they "gave" you in the first place.

"1200 per person emergency disbursement. Yes or no, no other expenditures"

One single dollar amount is all that's allowed in a bill. If you need to break it into 2 categories, then it gets 2 bills.

Make them take 50 votes a day for a week if you have to. Start with the big stuff first so we get the most important stuff done the first day. If some vote fails, they can revise it, but it gets bumped to the end of the list for another vote.

This would allow the voters to actually hold them accountable. Which is why it'll never happen.
