That was one lame article and I am much dumber trying to read and understand it. The logic of FUAC is beyond comprehension along with the writer of that aritcle.

The governor continued his track record of blocking pension sweeteners, such as a proposal that would have let the widow of a police officer killed in 1986 receive his retirement benefits and one to let a Department of Transportation worker retroactively enter into a higher pension tier. He struck down a set of nine of these in November — nearly a tenth of his total vetoes for the year — saying that “the costs imposed were not accounted for” in the budget.

and yet Sheldon Silver can collect his $87,000/yr pension while sitting in jail for corruption.....who's laughing now FUAC, you're an asshole, period
