You actually can, you need to already posses a CCW from another state, it does not specify IF IT HAS to be from your home state, or if they accept a non resident CCW, you also have to apply in person and meet their training requirements, along with registering the specific handgun(s) that you plan to carry in the District.
A member in the "other" forum that applied in the past and was denied for not having a "good reason" just resubmitted his application.

It would be worth doing, if for no other reason than to "vote with your feet", as it were. Bury them in applications, resident or not. I would be absolutely thrilled to be able to carry legally in the nation's Capitol.
