Call the local permit office and ask. 62 counties, - 62 differing positions.
I would do one or both of these things.
1. Contact the county clerk and ask. Most of the clerks are good people and will give you a straight answer on your odds.
2. Contact a Lawyer and see what he has to say.

Thank you for the help - to clarify, is the county clerk the same as the permit office? wizrd mentioned that I should call them.
Edit: seems like they're different. I imagine it would be a good idea to call both.

There is usually a pistol permit clerk at the county clerk's office. It's probably a different number but the main office should be able to forward your call.

Sorry my bad for trying to type in a hurry. I meant the county pistol permit officer.
I would, my friend had a DWI 8 years before he applied. He received his (Livingston Co.) His did include an "updated" evaluation from a professional drug/alcohol counselor with his application that supported his claim that he is sober. The presiding Judge will want to see some proof that you have made amends/changes and can substantiate this.

I got a full carry in Orange County after having a DUI in California 15 years prior.
I didn't call anyone to confirm if I should apply because every case is different. The County Clerk cannot tell you yes or no. It's a waste of time to do so because he or she cannot predict what the judge will do.
Every case is different and looked into. Your DWI may be tame and the result of a checkpoint at .08 while someone else's DWI may be different where damage to life and property occurred. Maybe someone did so with a .19 and a baby in the car.
I wouldn't bother asking anyone because the answer isn't black or white. Just apply, attach your dispositions, and hope for the best.

Male sure to disclose any "transgressions" that are on your record when you complete your application packet .
Minor non violent offenses are typically over looked. (i had underage alcohol possesion and a fake ID) on my application. I was literally asked 1 question about it and the interviewing detective had a laugh over it. Just be honest and admit a mistake and that you have learned from it.
Make sure to document it and have all proper paperwork attached for the incident. That will be important.

"Everytbing" means "everything" even if a lawyer told you your record was expunged, etc.
My wife's permit got jacked up for a couple of extra months and she had a few extra conditions to meet because she disclosed in her interview that she had been the victim of stone age identity theft (some broad stole one of her checks in high school) which resulted in charges against my wife (as a minor) for check kiting. Charges were obviously dropped ASAP and lawyer at the time said she never had to speak of it again.
She didn't include it on her app but being an honest gal when that question came up in the interview she told the truth.
Which is why she had to complete the requirements for full carry in Putnam (buy a safe, submit pictures thereof, and take a live fire course) to get a *restricted* permit.
But hey at least I got a safe now.

I know someone that had an AYO that the police couldn’t locate. Probation dept couldn’t locate. Courts had no record until applicant requested they gonin the paper files in the basement.

Reach out to James Emmick of Firearms Training of Western New York (FTWNY). He pretty much has his finger on the pulse of the permitting processes in Erie and Niagara counties. While Chautauqua isn't his wheelhouse, he may have some insights from there.
Keep in mind that if you apply for permits from other states, you may be required to disclose if you have been denied a permit anywhere else. New Hampshire and Maine immediately come to mind.

Generally, no. There are some exceptions though. A permit just makes life easier if you spend a lot of time there.

There are some state parks in Maine that require you to have a Maine permit or a permit from a reciprocal state in order to carry inside the park. You must also have a Maine CCW if you wish to take advantage of the parking lot preemption at your place of work.
But my point to the OP was that if he is denied here in New York, that may impact him in the future. If he says "fuck New York" and packs up and moves elsewhere, he may have to disclose the denial if he applies elsewhere. If he becomes a Maine or New Hampshire resident, he may apply for a permit for reciprocity purposes. In that case, he would have to disclose. I only cited Maine and NH because I spend a LOT of time there.

When Maine did away with their permit requirement, they actually made things a lot more convoluted than they should be. For the $10-$15 a year, it's worth it for me to get a permit and avoid a lot of the nuances.

I was surprised at the number of NYC residents with Maine permits, I wonder how many do not have a NYC or NYS pistol license. I have met a few that have Utah/Florida carry licenses but no NY permit.
