Actually I've wondered about a class action against the Government of NYS, for violation of multiple constitutional rights.

You can't sue a business for not wanting to sell to you. It's their right to say ," No shoes. No shirt. No business!"

But you can sue them for refusing service for a variety of reasons, one easy example would be age discrimination.
