He literally says that no matter how many semiautomatic rifles you own, you will have to go through the permitting process in order to purchase another rifle.

If someone already owns a dozen pistols, registered with the state as permitting requires, why would someone need to be re-vetted?

At 5:26:00, the sponsor states that the need to obtain another permit is at the discretion of the licensing officer. There is NO GUIDANCE for licensing officers in the legislation.

At 5:38:35, the sponsor does indeed state that a pistol permit is NOT sufficient to purchase a rifle.
