This is laughable. Big Brother aside, Do they not realize how the internet works and how easy this would be to circumnavigate? What stops someone from having multiple accounts or multiple devices? What about TOR or a VPN? What are they going to do it you have your google history turned off? The only way this would kinda work is if they got the info directly from your ISP, which there are still work arounds.
