I for one would like to tell Mr. cuomo how much I appreciate his patronizing skillset. I was wondering how to best protect my family from those 80% gangs running amok in New York. Thankfully his finger is once again on the pulse of commonsense laws that all criminals will of course immediately abid by.

This is beyond ridiculous. The Federal government regulates interstate commerce. We all know the rules. A functioning receiver with a serial number, parts attached or no, is considered a firearm under Federal law, and a NICS check is required for transfer.
NO company is going to stamp all their parts with a serial number to satisfy these requirements. As already learned from the ammo portion of the SAFE Act, the Feds are not going to allow their NICS hotlines to be jammed up doing BGCs on items that aren't 'firearms', just because Governor Numbnuts says so.
You AR fans, gonna take your hit. So is everybody else, including yours truly. Barrels, stocks, who knows what else those idiots will cook up.

The feds recently went though the whole debacle of the serialized part with AR's. Seems that a lower is not a receiver federally.
Is there a bill that goes along with this propaganda? I'm curios if they wrote in any penalties for possession, what "major components" are and how exactly they are going to define unfinished since the ATF will not other than yea or nay. Oh yeah, the more ambiguous, the better. The 80% companies need to change their advertising from 80% to "paperweight"

Scuttlebutt is that for rifles and shotguns it will potentially be receivers (so for ARs and other patterns like that it will be lowers AND uppers), along with barrels.
Pistols will be slides and frames, maybe barrels too.
That will kill the entire "unfinished" or 80% market as well as the aftermarket "parts" market even for "legal" (read: serialized) rifles, shotguns, and pistols, because manufacturers are simply not going to cater to NY gun laws and serialize everything.
Making it so no one can get an unserialized part is a feature, not a bug with this legislation.
Now there are companies that do serialize lowers for CA; however, no one should depend on that for NY because we're talking about "parts" that are not firearms according to the ATF (and there is a wide open dispute right now whether lowers for an AR or other guns that have a lower and upper rather than one single receiver are even "firearms" right now due to ATFs own rules and definitions). Manufacturers are not going to want to retool to put serial numnbers on uppers, barrels, and who knows what just for NY, when those parts aren't even considered "firearms" by the ATF.
With a stroke of the pen the red diaper baby in Albany will outlaw the innovation and freedom that Americans have had since day one: to make, improve, and invent new Arms for themselves.
Better get cozy with your FFL, because when this goes through that's the only way you'll be getting a gun in NY. Even if other parts end up not falling under this, say a trigger replacement, that does nothing for the DYI crowd that is snapping up 80% stuff in all of the restricted states.

well, as usual, I can just go to another state and buy whatever I need. I frequently go out of state to visit friends and family, so for me, its no big deal. It maybe a few months between builds, but it's just another excuse to go visit friends.

I think I know whats going on here. The gun shops in PA have a deal with asshole cuomo to make the most ridiculous gun laws he can think of so we have no choice to make a run to PA to buy parts and ammo.
