Edit: I stand corrected. I just read the actual text of the bill, and there is a Grandfathering of anyone that legally owns body armor before the effective date. I guess they just want to be able to fuck over anyone without a receipt, or someone who buys out of state.

"(c) PENALTIES.—Section 924(a) of such title is amended by adding at the end the following: "Whoever knowingly violates section 932 18 shall be fined under this title, imprisoned not more than 10 years, or both.’’." Yeah, up to 10 years for owning hard plates after the effective date......

A person is guilty of the unlawful purchase of body armor when, not
being engaged or employed in an eligible profession, they knowingly
purchase or take possession of body armor, as such term is defined in
subdivision two of section 270.20 of this article. This section shall
not apply to individuals or entities engaged or employed in eligible
professions, which shall include police officers as defined in section
1.20 of the criminal procedure law, peace officers as defined in section
2.10 of the criminal procedure law, persons in military service in the
state of New York or military or other service for the United States,
and such other professions designated by the department of state in
accordance with section one hundred forty-four-a of the executive law.
4 ‘‘§ 932. Ban on purchase, ownership, or possession of
5 enhanced body armor by civilians
6 ‘‘(a) Except as provided in subsection (b), it shall be
7 unlawful for a person to purchase, own, or possess en
8 hanced body armor.

10 ‘‘(1) a purchase, ownership, or possession by or

I thought the law above is the first one they shoved through that covered soft armor, but it seems it isn't. Only the more equal can buy, or take possession of new body armor. That law bans the sale, purchase, or delivery of body armor, not the simple fact that you have it.
Edit: They refer to 270.20, which is the add on charge for violent felonies while wearing anything bullet resistant.
