Few things to consider:
I thought the State was suffering a multi-Billion Dollar Budget shortfall, and we're paying interest on money borrowed to cover it.?
If there's this much "overage" then the Tax rate is too high.
Lowering the Taxes encourages more spending/purchases, which improves the economy. (See R.W. Reagan and D.J. Trump)
Without doubt, this is pandering and damage control; it's a short time until the next election, and the Dems know folks are tired of their shit, so getting out now with money back and pseudo claims about "lower costs" and "decreased inflation" amount to double speak bolster their position.
I suspect a LOT of that Sales Tax money comes from collections by on-line retailers, who just a few years ago didn't collect Sales Tax, but now they do and tangentially they get a percentage of those monies collected as a "commission" so most are happy to get that extra money.
And as pointed out above, one might have to claim that payment as income...I don't know what people earn down towards the Capital and NYC, but up here 150K is high cotton, so it giver the perception of "sticking it to the rich" who aren't as apt to be effected, but it does further Class warfare.
I don't think She's able to send these rebates on her own volition of Office, the Legislature has to have a hand in it too...again, an election two year away isn't too early to start setting shit up.

How ‘bout this: the State keeps the money in the bank, continues to collect vast amounts of sales tax, and lowers property and income taxes such that we are no longer number one in the nation? Then they can all resign their gifts of office and return to their previously held fiefdoms of Neighborhood Watch Supervisor, HOA Executive Karen, and PTA Powerlord, etc. Freakin politicians. Instead of taxing us to death they could actually make a positive fiduciary impact for once, but no. We’re rich- let’s blow it!!!!

Inflation results in higher taxes as you're charged 8% of the current price...Think about it; every time you buy something, you give the State an unearned portion just because you're buying something...nickle & dime here and there, but when you plunk down a thousand, or ten thousand or more, you have to give the State money over and above what you're actually buying the product for...now I get it, we have to collect taxes to keep our infrastructure going, but the more they take in, the less intelligent they become with that money.
