I don’t think this is a huge victory we’re claiming it is since it appears this was only done because 114 was implemented with no way to actually implement it so it essentially stops you from getting guns. It says the defendants are to notify the court when they are 10 days out to implement ballot measure 114 section 11.
Yes they do say it will be evaluated on its constitutionality but it appears to me that has not happened yet and the TRO and PI were granted because the government isn’t ready on their end. Time will tell
