Took some work in the bronx today. didn't carry for the first time in a couple of years . had this I left my wallet home feeling all day. Sucks the one place I might have the need to defend myself , I cant carry my shooting iron, er plastic .

From the language of the bill the way I'm reading it, they have to follow suit. The language says that your out of state license is valid in any state you are visiting where licenses are also issued. NYC issues concealed carry licenses for some. Whether it's NYC that resident of Connecticut is going to or Poughkeepsie, that resident of Connecticut is going to a state where licenses are issued. They have to recognize.

Unfortunately, for us NYS residents, they do not since we are not visiting another state.

I don't see how this bill will help us other than to move out of state of we want to carry in NYC.

If NR becomes law, then it opens a whole constitutional can of worms for NYS and NYC. If post NR a CCW grandmother from VA can legally drive to Albany to visit her daughter, but the daughter (with NY CCW) cannot legally visit her mother by the same route, it seems to me a whole lot of due process, equal protection, and commerce clause violations are being committed by the state and city, and with Trumpian originalist court appointments, the anti's could be thwarted. The term i've seen used to describe their use of the courts to get their way is "lawfare". It's time we use the same tools against them.

Another possible scenario is a NYS resident obtaining a non-resident out-of-state PL rather than applying in his home NY county (or NYC). How would national reciprocity affect him or her?

Who has challenged the local law as a State resident?

I don't recognize, nor do I care about what NYC wants... Their restriction is arbitrary at best, and methodical, intentional and purposed to deny citizens of their RIGHT to protect and defend themselves. Clearly by demonstration without any doubt and easily proven, I'm confused as to how it stands scrutiny. Also, by demonstration and testimony can be proven that the local PD lacks the facility, or mandate to protect you.

National Reciprocity is needed in the most prejudicial manner, would love to see how they would try to circumvent Federal Law.

By the way... Just know and remember, the precedents set with out of towner tourist that have gotten jammed up possessing in NYC without doing a day of time on any gun charge conviction.

A license to carry or possess a pistol or revolver, not otherwise limited as to place or time of possession, shall be effective throughout the state, except that the same shall not be valid within the city of New York unless a special permit granting validity is issued by the police commissioner of that city.

Since your license is not valid, it's the same as carrying without one and you are subject to "Criminal Possession of a Weapon".

Concealed is concealed so it rarely happens but when it does, hey usually let you plead out to a lesser charge because you'll fight it and bring light to it.

You can't argue with a law that's written plain as day by NYS itself. I don't agree with it either but it's there. Whether I chose to take a chance and ignore it is a different matter but it is there with no doubt as to it's intent.
