Is it legal to travel out of the country (USA) with rifle build kits including the 80% lower? Does one need to declare it or nothing at all since it's not considered as a legal firearm.
Perfectly legal.
Can also be in your carry on man purse seeing as it is just parts and not a weapon.
Ammo in quantities above 6000 rounds must be transported in your checked baggage though. It exceeds the weight limit of over head storage unless they're hollow points. Hollow points have less depleted uranium in the tips and are therefore lighter.
This of course only applies to international air flights.
If you're driving to France or Belgium , there is no concern as they have open borders and do not man ( I suppose I should say "staff" ) border crossings. At least there was nobody there the last time I drove through. Felt kinda wierd. I pulled up to what looked like a toll booth and waited for some one to come out. After a few minutes I continued my journey. Perhaps the agent was taking a dump, who knows. Anyhow I had a good time in Paris.
Things may have changed since 1989 though.
The " Don't Ask , Don't Tell " mindset is what I would go by.
What constitutes a firearm varies by locale. In Europe, the lower is not a firearm. But the barrel and firing apparatus may very well be. Also worthy of mention is the fact that a number of countries ban calibers that are used by military outfits. Source locally, or if you’re going for full on international man of mystery just find a way to smuggle the entire item.
