She announced she would have voted "NO", but because one of the "Yes" voters has to attend his daughters wedding, she withdrew her vote to let him do it without changing the outcome.

No, she voted no. However, Senator Daines from Montana was to vote yes. The problem was that he couldn't be at the confirmation vote. His daughter is getting married in Montana today.
She made an agreement with Daines that she would only vote 'present' at the confirmation vote instead of no. This is an acceptable part of the Senate parliamentary procedure. It basically means that she's being cordial, congenial and sympathetic to his plight being unable to attend. His yes vote would have cancelled out her no vote anyway. Since he couldn't be there she basically rescinded her no vote so it ended the vote tally the same way it would have ended if they were both there to vote.
She technically could have screwed him by telling him she'd 'pair' her vote with his and ultimately vote no anyway.
Libs could easily interpret this pair vote as intolerable and target her as if she voted yes. You know, typical libthink.
