What a stupid bill. Criminals only need to collect empty casings at any rifle range and leave them behind when they commit a crime. Then the unsuspecting person who left those casings at the rifle range will wind up in court or jail trying to explain that they didn't commit the crime.
That situation most likely kill that law right there. Only one innocent person needs to be hassled to have a DA toss out any micro stamping as evidence.
It is the same way as someone who has the car stolen to be used in a crime by thugs and trying to hold the owner liable.
They simply cannot do it. Very simple.
At the other hand this confusion might actually help criminals to get away with something if the circumstances are right and they have a good lawyer.

most of these laws require a firing pin and chamber stamping too!
I guess you will have to get a pin with the same old number on it!
