Racism is not special. It is just another way to discriminate. Everybody in the world discriminates on lots of things, from weight to skin color to wealth. There is nothing unique about it. He's essentially saying only white people, by virtue of their skin color, are able to discriminate on skin color, which itself is a racist statement.

So before the blacks started to move to Syracuse it was a beautiful city, it was clean, the houses weren’t trashed out front. They had good appearances.
