There's no proof the President committed a crime.
Mueller isn't "confident" that the President didn't commit a crime.
Even if he was confident that, and had evidence to prove that the President committed a crime, the constitution says he can't be charged... so why bother.

I read the text of his comments. He clearly wants to insinuate that trump should be impeached. First he says:

Got it? Trump isn't innocent, it's just that there was insufficient evidence to charge a broader conspiracy. Then he says:
And as set forth in the report after that investigation, if we had had confidence that the President clearly did not commit a crime, we would have said so.
Notice the language - if we had confidence the president clearly did not commit a crime. So now trump is guilty because mueller doesn't have confidence he didn't commit a crime. This turns the legal system on its head. Earlier in his remarks he mentioned that everyone is innocent until proven guilty - except for trump it appears.
What a gutless weasel. He puts out a statement purposely designed to let the partisans in the house use it as justification to impeach trump, but the goddam coward refuses to testify before congress. He claims it is because everything he would say before congress is already in the report. The real reason he won't testify is because the republican members of the house would be able to ask him some pretty pointed questions about what he knew, when he knew it and the conduct of some of his staff members. The answers to these questions would seriously undermine his conclusions and he knows it. So he takes one last parting shot at trump and then retires.
