Multiple handgun transfers and visit from the FBI

When a person transfers more than one handgun in a given week from a single FFL the FBI receives notice from that FFL. I am told that if this happens enough you may expect a surprise visit from a few inquisitive FBI agents and state troopers. Just a heads up.

That notification takes place via form 3310.4, which the FFL is required to complete. The original intent of the 3310.4 was to be able to detect trafficking of handguns.

Whereas the 4473 stays with the FFL until they close up shop, the 3310.4 stays with the ATF. It is immediately searchable, and is outside the "no central registry" provision of the 1086 Firearms Owners Protection Act.

I've picked up 2 and 3 pistols in a single FFL visit (after waiting 2 months for permission from the county to pick up my legal property). No issues at all.

I moved 10 sidearms from GA to NY via FFL when I got my unrestricted carry half a year ago. Nobody from FBI or BATFE asked me what's up (though of course the answer is "I left them at my old State because in NY you need the permit before you bring them here" and I am sure they know that already from the serial numbers on your pistols. They knew where the original sale happened, I would imagine. In the 25 years or so I have had a C&R nobody from FBI or BATFE has ever asked to see my logbook. You are correct about one thing though - when you transfer multiple sidearms in a single transfer the FFL notifies the FBI and I think also the County Sheriff. OTOH, the Sheriff knows already anyway because they day they arrive you go to the Sheriff to add the pistols to your permit.
