The only exemption for NON NY residents to possess a handgun in NY to attend an event is out of state law enforcement, folks attending NRA sanctioned matches with documentation from the match director and training approved or under the auspices of the NRA. I have personally seen (on duty as a police officer) people who legally possessed a handgun in another state, arrested for criminal possession of a weapon here in NY, for merely possessing the handgun in NY. I have also seen a guy arrested for possession when he borrowed a friends handgun. They then arrested the friend for loaning his buddy the handgun. There are multiple cases of people getting arrested at JFK and LaGuardia airports, when their connecting flights get cancelled and they have to get a hotel over night. When the re-declare the firearm, they get arrested. NY is not very gun friendly to residents and even less gun friendly to non residents. Certain shotguns, semi automatic rifles and even some "others" are not legal in NY. Troy is a good example. The TROY "OTHER" did not get a variance to make it legal in NY - that came from them, to me, when I tried to buy an OTHER from them. Some companies have certain SKU number "Others" that are NY legal. I have a ZEV other, that I believe falls in this category. NY is different from California, which will let you bring non CA complaint firearms into the state as long as they leave with you. If you have friends looking to train in NY, make sure they are aware of this. I know some instructors that take the chance & come to NY that shouldn't and some students who do the same. The laws are bullshit and in my opinion unconstitutional. But is coming to NY for some event worth the risk of becoming a felon, loosing your guns and the cost of the legal process?
