I don't think there is complete confidence that we can shoot these down which is probably why we're not trying. But, I'm positive lots of data is being recorded about these things and being fed into models to project hit success rates.

Regarding NK and the internet, I don't expect their network capacity is very impressive. I'd like to see the usenet death penalty applied to their country's network blocks for a while, just to see if it makes a noticeable change.
