I think @Willjr75 has it exactly right on this one. It would not surprise me if it turned out that the new personnel in charge at 1PP are either very anti CCW, or else taking their marching orders from DeBozo and the Princess.

Hopefully, a perfect potential and well heeled plaintiff pops up and drags their asses into court. Seems like we ought to be able to nail their asses over a clearly arbitrary and capricious decision and the fucked up May Issue system we have here.

Of course, that would take at least a couple of years to make it's way past the corrupt 2nd Circuit and to SCOTUS, - and even then there is no guarantee of a decent outcome. But, who knows?
