I have aged out of this range so it doesn't affect me, but a question turned up on Reddit recently regarding if a 19 year old could possess a rifle in NYC legally. The license division's official docs found here say that you must be 21 or over to get a Rifle/Shotgun permit, but after a cruise through NYC Title 38... there appears to be no such restriction defined. I wonder if this is administrative restriction set by the licensing bureau that could be fought in a court of law.
Check out title 38 here. CTRL+F "21 years"... you have to be 21 to be a dealer, 21 for a pistol premise residence, and 21 to become a "special patrolman". No 21 years of age requirement for Rifle/Shotgun permit holders is outlined in Title 38.
