You can have and drive *whatever* you want without any government interference.

Want to build yourself a rocket powered drag car ? Go ahead, no paperwork required.

You *only* need to deal with licenses and registration, etc.. if you want to *drive it on a government owned road*.

So, government can set whatever restrictions they want for use on government owned firing ranges. Everything else is fair game everywhere else, with no paperwork required

It's always fun to hear a lib tear down a right by comparing and equating it to privilege. It's always better to hear how one right is infringed by comparing it to how other rights are exercised and upheld.
