Nothing good comes from trying to plead your case to an officer. Save it for a judge or jury.
The only exception would be to point out some important evidence they might be about to overlook. "the knife he had got kicked into those bushes...." sort of thing.

I doubt he was physically resisting them. As a cop he would have known how that would end.

I dont think so really. They want to get him cuffed so he is under control. That is the first priority. Once that happens they cannot remove the shirt other than to cut it off. They hands are what kill you. They are the window to the intent as we were trained. Get them locked up then go from there. Why risk asking him to remove his shirt? NO they would have no reason to remove anyone else's shirt. They specifically removed a law enforcement uniform form a disgraced person. They did not want the arrested criminal wearing their uniform for people to see.Do the police cut the clothing off of everyone they arrest?
