Rep. Emanuel Cleaver (D-Mo.) also shared a tweet calling several issues championed by Democrats, such as climate change and income inequality, a "national emergency."

How is a wall different then bridges, dams or levies? The Army Corp has and does oversee civilian projects all the time. This isn’t like sending in the infantry to suppress a riot. Hell they may just move funds from one budget to another and DHS will oversee it anyway?
