I agree that extermination is the best policy, but the American public would not allow us to use strong enough measures to accomplish that.
So, now we're stuck living with them (a fact that everyone anywhere near a lever of power appears to agree with).
So, once you've decided you're stuck with them, now what do you do ?
Think of it like this, a group of gang bangers and drug dealers move in next door. You've spent 20 years trying to get the police to deal with them, but it isn't happening, and you've finally resigned yourself to the fact that you've got to live with them.
You'd *better* be willing to talk with them from time to time, or things will get much worse.
