As currently written, an AR lower receiver doesn't even meet their own definition of a receiver. There have been cases won by the little man because of this

If they try that we should argue the entire statute is void for vagueness.

After all, if the federal agency whose entire purpose is interpreting and enforcing this law misunderstood it for 60 years, obviously it doesn't give us regular people "sufficient notice about what is prohibited".

As I read it all that marking stuff is just about what an FFL has to do to put something built from an 80% on their books.

i.e. if I decide to sell my unserialized AR I built from an 80%, this is what the dealer would have to do to take it.

They mentioned 'parts kits' quite a few times as well.

They are just opening a door to change classifications and definitions as they see fit.

Upper and/or lower for an AR will both be firearms. I could dump some fire control components in an ammo can, and someone could call it a 'frame or receiver'.

The intent is to keep people from being able to make their own firearms, that is a huge infringement on the Second Amendment. People have been making their own firearms for centuries, and to restrict that ability goes against the Constitution. I hope that some of the manufacturers of the 80% blocks of aluminum/steel and polymer sue the fed.

Why would THEY be the ones to sue the fed? THEY (specifically Pallmetto) wouldn't even say FUAC and sell to New Yorkers.
