Putnam or Westchester?

One of my good friends finally wants to get his Permit, after talking about it for a while. He currently is living in Westchester at his parents second house, but his parents live and he lived in Putnam for most of his life. His DL currently is the Westchester address.

In your opinion should he go for the Westchester permit? or move his address back to Putnam even though he'll have to basically change all his bills too.

Just going by paperwork the Westchester process seems a lot more involved/annoying, but what do you guys think?

Id tell him move back to Putnam . The permit paperwork is like 2 pages plus the state forms and he can get a concealed carry in Putnam which isn't gonna happen in wastechester.
He may have to live in putnam for 6 months before he can file the paperwork im not sure in that . Call the clerks office.

That was my gut feeling since I know Putnam was pretty easy from my own experience. Now to try and convince him to do it. I don't really remember them asking for a proof of living their for 6 months, I mean he's lived there for 25 years before the last year lol.

Correction. Isn't likely to happen in wastechester.

I'd call the Putnam clerks office and see if he can apply there earlier than six months if he moves and includes prior residence info in his application somehow. I'm guessing most or all of his references will be in Putnam anyway?

I'll have him call. All of his references are from putnam actually. Didn't even think about that when it comes to Westchester. Do they care where your refs are from there?

Yeah there app is 9000 pages long lol. When I did mine in Putnam last year I had 3 from putnam and 1 from westchester.

I definitely need to find out now if they have to be Westchester Residents for him. I'll take a look through their novel today.

Someone correct me if I'm wrong, but can he get his license, including the full carry, in Putnam then move to Westchester and transfer over his restricted license? Or do they slap restrictions on your license when you move to Westchester and transfer your license?

Regardless, I vote Putnam. I don't even know if they do Sportsperson restrictions anymore in Westchester, and full carry is very tough to get here.

While we are on the topic of unrestricted. What is that process like in Putnam, I've currently got a Sportsman but its been well over 6 months. What exactly is proper cause. Wording is kinda vague on the page.

I guess what I mean is what is the best way to go about getting it done?

Send letter with certificate of a live fire class and a receipt or picture of a safe bolted to floor. Wait a while get fingerprinting and Interview wait a month go before the judge and presto.
