Here's how you prevent gun violence.
Eliminate systemic poverty. You can do this by getting rid of feminism, making dad's important again, getting people off the social system plantation, eliminate the drug trade, increase policing in targeted gang areas, actually placing an emphasis on mental health and available resources and interventions without stigmas.
If they really cared about reducing gun violence that's what they would do because it would be more effective than any law they can come up with further restricting guns for law abiding citizens. F them.

Maybe we are looking at this the wrong way. Mags and AW's are already illegal in NY so if this gets passed, and it will, it will open the door to us to be able to buy more guns because they will all be made with 10 round mags.. Hmmmmm

So, I guess this will ultimately place the liability for gun violence on the federal government, since it is their agency that issues the license authorizing the manufacture of the guns that cause so much violence, right?

What if I am in an accident, and at fault. The government must still be liable.
I would go so far as to say, all goods and services that are taxed, should they cause damages in any form, relief should be made by all entities that levied a tax. Let's just make the government liable for all damages. They have too much involvement in everything not to be.
As long as I stay exempt. If I lose my exemptions, I will figure something else out.

No one will be able to produce them ..Any part made make you a gun manufacture. No one will be able to get insurance . No insurance means a complete shutdown of anything guns. .. Any gang banger that gets shot wins the lottery....Until everyone is bankrupt

They can't stop anything, just drive it underground.
The phrase "when guns are outlawed, only outlaws will have guns" doesn't mean the good guys will give them up. It means they will stop looking to the law for guidance.
