Yes, their response to things like "terrorism" is the exact reason they should sit this one out.And as for your question of why it is government responsibility, two of the primary roles (among many) of the US federal govt as per the preamble to the US constitution include “to ensure domestic tranquility” and to “provide for the common defense”. An EMP based attack on US infrastructure most certainly falls within the purview of “providing for the common defense”. In addition, it does not take a PhD in rocket appliances to to understand how mass, long term knockout of the power grid would lead to domestic unrest, thus the government is tasked with mitigation of this potential situation. Most certainly not a “waste of money”.
