Worse.

This happened because they thought they were collecting more tax money than they needed.

If they had done the responsible thing with the money (i.e. save it, or return it to the taxpayers) there wouldn't have been a problem.

But they didn't, they spent it.

That means that the government expenditures aren't based on what they need, but based on what they think they can take from the taxpayers.
