So I decided to skip the Utah permit for the Virginia permit as I don't have to take a special class. It looks like it's good in all the same states but 1. I'll still need Connecticut though. I had a resident Va resident permit but I let it explain when I moved.

Utah is less than 60 days to process, Virginia is currently quoting 3-6 months.
Virginia is $100 for five years. Renewals are $100. Utah is $62, renewals are $25 and can be done online.
Virginia requires fingerprints be done by a law-enforcement agency (a la Florida) Utah does not.
I'd say it's a toss-up. If you need Washington and Delaware, go for Utah. If you don't need them and have already taken a class that will satisfy Virginia's requirements, go for Virginia. If you need to take a class, you should be able to find a Utah class that will satisfy the requirements for both.

In VA a hunters safety course is all you need. Now I have more than that,but they don't need much there. I never go to Delaware or Washington state. I did notice that some places only honor a utah resident permit. I just refuse to pay to take a class to get utah. I have enough training that I just cant pay the money to sit in a classroom and waste my time and cash.
As for fingerprints I'm sure NYS police or the Sheriff will do it for me.

I'm not worried about the wait time since when I go to VA now I can open carry. I'll be traveling more next year when I start looking for my 2nd home down South or possibly Maine.

I got my Virginia non resident permit while stationed in North Carolina, it was simpler than taking time off work for the NC permit, even though I got less states it was convenient at the time, I got my fingerprints at the local sheriffs office for $10, when I moved back to NY'stan I've sent them an email notifying change of address and they mailed me a paper "card" with my new address to accompany my Virginia permit while carrying (no charge for the change of address card). You will get less states than Utah (also more expensive) but you won't have to take the required Utah class, I still have my Virginia permit along with my restricted NY permit.
Another potential downside is that renewal for Virginia non resident requires new fingerprints? The instructions only mention that proof of handgun competency is not needed for renewal time.
