Wayne County is now handling all pistol permits through Judge Healy. He's pretty new as a judge, but I've heard he's not quite as cordial to unrestricted carry. My understanding is that he wants to see "good cause" before issuing an unrestricted permit.
I'm finally applying for a permit and have everything ready to go. I have a spotless record, so I'm sure I'll get at least the restricted. I can come up with a couple of honest reasons to get the unrestricted, but they are not terribly compelling; I don't carry cash for work or have a stalker who skipped bail chasing me.
Viewpoint 1: Apply for unrestricted, and worst case is I get a restricted.
Viewpoint 2: Apply for restricted and attempt to have it taken off in a year or two.
Viewpoint 2 is supported by somebody with a lot of experience in NY permits and they indicated that if I am denied unrestricted, it would be a black mark (albeit small) on my name, so could make getting unrestricted harder later.
I'm not in any particular hurry, so could certainly wait for an unrestricted, but if it's a waste of time trying the tiered approach I'd love some input, particularly from anybody familiar with the current Wayne process (it changed recently, BTW, now for example we had to partake in a safety course run by the Sheriff dept).
Thanks!
