The handbook has changed 3 months after I got my permit, and they are starting to get a little too specific. As of November 15th 2016


CHAPTER 6

DUTIES OF FIREARM LICENSE HOLDERS

I. ALL LICENSEES:

1. A firearm license is valid only when used for the purpose(s) for which it was issued and in accordance with all applicable laws. Use for any other purpose is unlawful and may constitute grounds for arrest and/or revocation of the license. A firearm license is not transferable by the licensee to any other person or premises.

2. When any change in justification supporting the issuance of a firearm license occurs, all firearms listed on the license must be immediately surrendered to the Pistol License Unit or to another law enforcement agency, or legally transferred to another person or to a licensed dealer. The firearm license must be immediately surrendered to the Licensing Officer or to the Westchester County Clerk. If the licensee wishes to continue to possess firearms, he/she must make the appropriate application for a new or amended firearm license.

3. A licensee may not possess any firearm until a firearm license has been issued or amended.

4. The licensee must be in actual possession of his/ her firearm license at all times while possessing or carrying a firearm (Penal Law §400.00[8]).

5. When a firearm is authorized to be carried on the person of the licensee, such firearm must be carried concealed, except when the licensee is actually working in a readily recognized and duly issued uniform as a peace officer, constable, auxiliary police officer, security officer, armored car carrier, messenger or in some other official capacity.

6. When a firearm is authorized for carry on the person of a licensee, such firearm shall not be drawn or removed from a concealed position unjustifiably or for the purpose of creating personal or public alarm. Misuse of a firearm is grounds for revocation of a firearm license.

7. A licensee must assure that his/ her firearm(s) are safeguarded from unauthorized persons at all times, especially children. Firearm licensees are required to provide maximum protection for their licensed firearms at all times.

8. Regardless of the type of firearm license held, the licensee may not carry a firearm in or upon any building or grounds used for educational purposes without written permission from a person in charge thereof (Penal Law §265.01[3]) . The licensee must have the original copy of the permission document on his/ her person at all times while carrying a firearm on any such educational grounds.

9. Regardless of the type of firearm license held, when a firearm is to be taken into any police facility, into the Pistol License Unit or into the office of the Westchester County Clerk, firearm(s) must be kept unloaded , in a locked box , with ammunition kept separate from the firearm.

10. Regardless of the type of firearm license held, the licensee may legally transport a firearm between the location where the firearm is kept or stored to/ from any place where the firearm will be registered, bought, sold or repaired, or to any place where the licensee will legally use the firearm for familiarization or practice purposes. Unless the licensee holds a carry license, firearm(s) must be kept unloaded , in a locked box , with ammunition kept separate from the firearm.

FULL CARRY:

Note:
Former Law Enforcement Officers (police officers[Criminal Procedure Law §1.20[34]; federal law enforcement officers [Criminal Procedure Law §2.15; and peace officers [Criminal Procedure Law § 2.10]) seeking this class of firearm license must complete an additional application attachment to establish good standing in former employment and satisfactory use of a firearm.

9. RESTRICTED CARRY:
Documentation must establish proper cause for the issuance of a firearm license that is restricted to one or more specific activities or purposes. The following are examples of restrictions that have been imposed by
the Licensing Officer:

(a)Employment:
Documentation must establish the specific employment related reasons necessitating the issuance of a firearm license, including but not limited to, exceptional danger in employment , the carrying of
exceptionally large amounts of cash (documented by three consecutive months of bank statements
with the corresponding cash deposits/withdrawals highlighted and letter of confirmation from the bank),
bonafide work as a licensed armed security guard, or other reasons necessitating the carrying of a firearm during employment. All statements must be accompanied by corroborating documentation.

(b) Target Shooting:
Documentation must establish that the applicant has a substantial and legitimate interest in sport target shooting necessitating the carrying of a firearm.

(c) Hunting:
Documentation must establish that the applicant has a substantial and legitimate interest in sport hunting
necessitating the carrying of a firearm.

(d) Sportsperson:
Documentation must establish that the applicant has a substantial and legitimate interest in the sports
related activities of Target Shooting, Hunting, Hiking, Camping and Fishing necessitating the carrying of a firearm.

This is what i dont get. He needs to play hardball with county legilators the same way he suggested doing it on the state level with how he said he could get rid of the unsafe Act. It had to do with not signing off on the budget unless they were to make those kinds of concessions.

Now the pistol permit is run through the county clerk's office, I don't understand why he can't issue an executive order modifying the system. That's exactly what executive orders are for to my knowledge. For instance the way we have to apply for amendments and sometimes wait up to two months before we can pick up a newly purchased handgun. He can revise the system so that we have pre-approved coupons and are given a certain grace period to submit the paperwork to the county ,but that wouldn't preclude us from taking almost immediate possession of a purchased handgun.

It doesn't effect me what so ever. I fish 24/7. I also don't believe it carries any weight when it comes to law. Just cause we civilly disobey this section of their administrative suggestion, doesn't mean it doesn't exist. Plenty of their officers may not even care some may play the bad cop. I also posted it because I remember before there was no real definition of what is a "sportsperson" and now I see them making tweaks to their handbook.

It's better to be aware of what the other side is up to, so we don't have another safe act sneak up on us.

That would have been on the books in Westchester already past 8 Obama/Clinton years.. I think you're safe besides Rob will almost definitely win Gov in 2 years and he was with Trump til 5am the on the night he won the election(Fact, I know these things). Ive written emails, and havent yet received a response.
I sure wish he won for governor, but we really need his help down here too. I realize the legislature is packed with progressives, but i would think there are some executive actions he could take to treamline the process that we are stuck with.

I'm on the fence about him. He issued an executive order to stop carrying at work if it isn't part of your job. Clearly he is capable of changing things in regards to the pistol permit, without it being a conflict of interest, so why hasn't he played a bigger role in fixing the PPU's system? Also why aren't we allowed to carry in County parks? Something isn't right.

Many Counties have pre-authorized coupons that you can pick up that way when you go to the gun shop you can immediately take possession of the handgun. Then they give you something like 10 business days to send the paperwork into the pistol Bureau so that they can amend your permit and add that serial number to it.

For the record, I think hes a good guy that is greatly out numbered here.

If you know me from here, you'll know I'll definitely ask him later today, no games no stories. He's always wicked busy but he usually gets back to me same night or next day. Soon as I hear anything you all will know
Just a side note though,that him being a full carryman also in Westchester this must be something that's tying his hands on why he couldn't make this a simpler process.. Eitherway I'll see what I can find out.

He's been fine on county taxes and holding the line against Federal overreach into placement of "affordable housing" in the county.

But...he hasn't done anything with regards to pistol permitting. We're only moderately better off than NYC.

@Celt I spoke to him tonight at thanksgiving, I asked why can't you do an executive action for an amendment time or the process of how it's almost impossible for a full carry and also about the home inspection stuff. He is furious about any home inspection rules himself and his exact words were "who the fuck are they to think they have the right to come in my house and tell me how and where I should be storing my firearms". BUT the problems with all of these issues he said, are the Judges and only the Judges. He said he already made changes to the application process which he said was ridiculous and mind boggling and had it streamlined as much as he could. He can't do anything to change the way the Judges make their decisions or how long they sit on paperwork. He mentioned that 3 of them are in Westchester for the pistol process and that the amount of applications is hugely back logged, and he knows this..He ordered 3 more officials to get through the backlog but the problem still wholy lies with the laziness of the Judge, 1 (who is a Democrat) is a good 2A Judge Rob said..and the other Two are complete douchebags and purposely don't make the process easy or quicker because they can care less about the 2nd Amendment. So in summary, you guys are still sorta screwed unfortunately, but anything he said that gets sent to him having a negative factor on firearms will be vetoed 1st time through he said. Now, he has gotten back through fighting with Dems and liberal fools the OK for Gun shows to begin again throughout the County starting 1/1/2017, so that's kinda a plus in the battle at least. Also he said he's definitely running again which also is a plus for us. I mentioned to him that "this time around you should have much more help from our "gun community" as for past few years on these 2 or 3 forums I saw people not know you to people that now do and last time many of my forum friends and Internet people didn't really know who you are and didn't really know that you're not a scumbag politician. So you should have a bunch more people backing and voting, along with everything being Republican and being on a 1st name basis with Trump, it may really be our time for all us gun owners". He thanks all of us that helped last time with signs and kind words and the vote..so all we got to do is more then that this tims..(O yeah, and secede and detach from NYC lol) but honestly, Bloomberg and Cuomos day are numbered and old news..Cuomo will be disgraced as he already is and Preet is creeping in, and Bloomberg is definitely not fighting the battle as he did in the past..
