Will hochul sign bill to help reduce utility costs in NYS

I’m actually confused by this honestly. How would this help is get cheaper electric? It says would and not could. Some one is paying for the legal battles unless this law prevents some legal battles.

Gov. Hochul currently has a bill on her desk that would help reduce the cost of utilities

The bill would allow groups that represent ratepayers the ability to get reimbursed for legal fees including the costs of experts and consultants.

I dont understand it either, its a terrible article. I have no clue how many customers National Greed has in NY, but lets say its 3M. I am sure this is an under estimate considering they have most of the upstate metro areas and a huge swath of fly over country. Their $3M fees passed on to the customer would be $1 per customer.
PULP fees would be billed to NG? Wouldn't this increase expenses for NG?
